[Num-utils] num-utils v0.4 released

  I just released the 4th beta version of num-utils.   The main changes
in this release are the addition of the normalize command and function
additions to the average command.   Both changes where brought about by
code sent to me from Chris Devers.  Thanks Chris.

  Here is the updated part of the changelog:
